Abstract

Policy makers today consider the social exclus ion, or marginalization, of ethnic groups to be one reason for the existence of disparities in human capita l in Latin America. Racial and ethnic inequality in the provisi on and utilization of health care , taken together with the global issues of controlli ng cost and increasing access, is frequently reported as one of the most important problems facing the he alth care sector in Latin America (WHO, 2001).
